Design and Efficiency

In a lot of my art classes it seems like they focus on making us design elaborate websites and programs that end up being heavy on the resources. With programing and informatics classes it seems like they focus on making us code things that just work and don’t really have any design to them. Which is more important and which direction does it seem like applications are heading? Towards efficiency or towards design?
